{"id":6731,"date":"2020-05-20T12:18:00","date_gmt":"2020-05-20T11:18:00","guid":{"rendered":"https:\/\/www.rldatix.com\/en-apac\/?p=6731"},"modified":"2026-04-07T14:17:14","modified_gmt":"2026-04-07T13:17:14","slug":"leading-the-workforce-through-the-once-in-a-generation-aged-care-reform-three-recommendations-from-aged-care-experts","status":"publish","type":"post","link":"https:\/\/www.rldatix.com\/en-apac\/resources\/leading-the-workforce-through-the-once-in-a-generation-aged-care-reform-three-recommendations-from-aged-care-experts\/","title":{"rendered":"Leading the workforce through the \u2018once-in-a-generation\u2019 Aged Care reform: three recommendations from Aged Care experts"},"content":{"rendered":"\n<p><strong>The Federal Government announced at the 2021 Federal Budget a $17.7 billion aged care package over the next four years to deliver what they described as a \u2018once-in-a-generation change\u2019 to reform Australia\u2019s aged care system.<\/strong><\/p>\n\n\n\n<p>The Government has also put out a line-to-line&nbsp;<a href=\"https:\/\/www.health.gov.au\/resources\/publications\/australian-government-response-to-the-final-report-of-the-royal-commission-into-aged-care-quality-and-safety\" target=\"_blank\" rel=\"noreferrer noopener\">formal response<\/a>&nbsp;to the Royal Commission\u2019s Final Report on the same day, committing to taking in full or part of 126 out of the 148 recommendations, with another 12 to be further considered and six not accepted.<\/p>\n\n\n\n<p>The $17.7 billion funding package has been broken down into five pillars where the Government will implement over five years:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>$7.5 billion for home care,<\/li>\n\n\n\n<li>$7.8 billion for residential aged care services and sustainability,<\/li>\n\n\n\n<li>$942 million for residential aged care quality and standard,<\/li>\n\n\n\n<li>$652.1 million for workforce; and<\/li>\n\n\n\n<li>$698.3 million for governance<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Mixed views on Federal Budget from aged care leaders and workforce<\/h2>\n\n\n\n<p>The Australian Aged Care Collaboration (AACC) which includes six aged care peak bodies and represents more than 1,000 organisations that are responsible for about 70% of the aged care services national-wide has put out a&nbsp;<a href=\"https:\/\/drive.google.com\/file\/d\/1exqahoPyxQ1aKemKgQjGW7wv5Qj_EFzr\/view\" target=\"_blank\" rel=\"noreferrer noopener\">press release<\/a>&nbsp;welcoming the package for delivering \u2018real hope\u2019 to the sector.<\/p>\n\n\n\n<p>Yet not everyone shares the same optimistic views. Several aged care leaders and other stakeholders for instance, while welcome the funding, didn\u2019t think it addresses the key workforce issues in aged care reform and are particularly concerned over&nbsp;<a href=\"https:\/\/www.australianageingagenda.com.au\/clinical\/key-workforce-issues-remain-despite-aged-care-budget\/\" target=\"_blank\" rel=\"noreferrer noopener\">wages and the availability of staff to meet new care requirement.<\/a>&nbsp;Aged care workers seem to be sharing the same concerns, feeling that the budget doesn\u2019t really tackle the&nbsp;<a href=\"https:\/\/hellocare.com.au\/frustrated-aged-care-workers-speak-out-there-are-major-gaps-in-the-budget\/\" target=\"_blank\" rel=\"noreferrer noopener\">major problems they experience daily at work<\/a>&nbsp;\u2013 low pay and staff shortages.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Leading the workforce through aged care reform<\/h2>\n\n\n\n<p>It was precisely these kinds of sentiments we were thinking about when we invited&nbsp;<strong>Patricia Sparrow<\/strong>, CEO of Aged &amp; Community Service Australia and&nbsp;<strong>Richard Ainley<\/strong>, Partner, Health and Care of PwC who spoke at People Summit Australia&nbsp;to address the topic on workforce planning post-Royal Commission\u2019s final report and to discuss what can aged care leaders do to support their workforce through the unfolding reform and in such an uncertain time.<\/p>\n\n\n\n<p>At the time of the discussions the Budget hadn\u2019t been released, but many of the recommendations from both Pat and Richard are still, if not more relevant now as we are certain that the aged care sector will go through a transformational journey, with so many uncertainties over the next few years and already some frustrated voices among the workforce. As a leader, what can you do bring your staff along with you through the changes? Here\u2019s three key recommendations from Pat and Richard:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">1.&nbsp;&nbsp;&nbsp;&nbsp; Accessible leadership with clear and transparent communications<\/h2>\n\n\n\n<p>One thing Richard shared in the discussion was that we have to acknowledge that the aged care workforce has been through some very difficult times and is still in the recovery phase through the pandemic. And so leaders need to ensure that the already challenged workforce feel supported by accessible leadership and clear and transparent communication.<\/p>\n\n\n\n<p>In fact, communication was the common theme among all the speakers at People Summit Australia. Everyone has stressed the importance of communication during the pandemic with all the uncertainties and changes, and recommended leaders to keep communicating to staff even when they don\u2019t have the answers. This is probably what aged care leaders can do now after the budget released \u2013 to communicate with the staff your views on the future, share your concerns and address the anxiety of unknown with them.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2.&nbsp;&nbsp;&nbsp;&nbsp; Plan of action focusing on your local environment<\/h2>\n\n\n\n<p>Another thing Richard mentioned leaders can do is to distinguish between what are systematic changes that will require the government to implement and may take years to come, vs what can be done in a microenvironment i.e. locally within an organisation; and make a plan of action for their local focus. A few areas he suggested providers focus on was to create a compelling value proposition for the workforce; raise the profile of their staff in the community; define career pathways and career proposition to both existing staff and those who are looking to join the aged care workforce.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">3.&nbsp;&nbsp;&nbsp;&nbsp; Preparing staff for some of the known changes<\/h2>\n\n\n\n<p>Pat suggested providers start looking at the Human Rights-based Act, both at the board level and on a day-to-day operation level, to understand what does that really means to them and their staff.
