Better Care, Everywhere: ACSQHC’s Strategic Plan 2025-2030
Our Purpose
The Australian Commission on Safety and Quality in Health Care (ACSQHC) exists to lead improvements in the safety and quality of health care so all Australians receive better care, everywhere. As a trusted national steward of quality improvement, we drive the delivery of excellent health care throughout the patient journey, collaborating with key partners across the health system.
Grounded in evidence and powered by the patient voice, we champion high-quality, equitable, sustainable, person-centered care, with a strong emphasis on leadership by Aboriginal and Torres Strait Islander peoples and communities to support culturally safe care.
Why Now? A Dynamic Healthcare Landscape
The next five years will bring rapid change across workforce dynamics, models of care, patient and carer needs, technology shifts, community trust, and socio-economic and environmental impacts on health. Our Strategic Plan is crafted to respond to and leverage these changes, drawing on our unique role, connections, capability, and evidence-led culture to lead safety and quality improvement nationally.

Our 4 Strategic Priorities

1. High-Quality Care in an Evolving Environment
Focus:
Care delivered consistently, reliably, and equitably.
Outcome:
Excellent care that responds to patient needs and preferences. The system adapts to new realities, including artificial intelligence, novel care models, and climate change.

2. An Improvement-Driven Workforce Culture
Focus:
Better health care is everyone’s responsibility, every day.
Outcome:
A culture of continuous improvement is embedded into how organisations deliver care, fostering accountability, learning, cultural safety, and the readiness to speak up, act, and improve

3. Strong, Outcome-Focused Clinical Governance
Focus:
Clinical governance, integrated standards, and accreditation drive better outcomes.
Outcome:
A connected health system supported by strong leadership and governance, increasingly shaped by data and evidence.

4. Empowered Patients, Carers & Communities
Focus:
Health care designed and delivered with patients and communities.
Outcome:
Informed and empowered individuals actively shape their care. Organisations integrate patient, carer, consumer, and community voices at all levels of care design and delivery.
Insights from Leadership
Conjoint Professor Anne Duggan, CEO of the Commission, noted that this Strategic Plan comes at a pivotal time “A timely recalibration of the Commission’s priorities within the rapidly evolving healthcare environment.” Our refreshed brand, launched alongside the plan, underscores our continued commitment: “While our look may be new, our purpose remains — to lead improvements in the safety and quality of health care so all Australians receive better care, everywhere.”
Professor Christine Kilpatrick AO, Chair of the Commission Board, emphasised that the plan positions the Commission to provide trusted, evidence-based leadership well into the future, reinforcing focus on innovation, integration, and an improvement-driven workforce culture.

What This Means for the Health Sector
- Integrated Governance: Organisations are encouraged to align accreditation, standards, and governance with data-driven, outcome-focused frameworks.
- Cultural Safety: Prioritising Aboriginal and Torres Strait Islander leadership drives safety and respect in care for First Nations people.
- Workforce Engagement: Embeds a culture where every staff member, clinical or administrative is empowered to contribute to quality improvement.
- Tech & Sustainability: Readiness for AI, evolving care models, and environmental change ensures care delivers in future contexts.
- Patient & Community Activation: Transitioning from “care delivered to” to “care designed with” inviting active participation in health system improvement.
